In Memory of Bill Barnes, Ph.D.

We are very sad to announce the death of William (Bill) Barnes, who has been a Non-Resident Scholar at GWIPP since 2015.  Bill spent most of his career as the Director of Research at the National League of Cities and came to GWIPP after his retirement.  He was an exemplar of the rare individual who was able to serve as a bridge between scholars and policymakers. His published work included studies of local governance and citizen participation, national urban policy, and regional economies. He earned a Ph.D. in history and metropolitan studies from the Maxwell School at Syracuse University and a B.A. from Oberlin College.  Bill was an extraordinarily thoughtful and creative individual, both in his own work and as a helpful associate and critic of others.  He will be badly missed.
